A rare LoL skin is one Riot stopped distributing years ago. There are three ways a skin becomes unobtainable: a one-time event sale that ended (Worlds 2012 Riven), a ranked reward tied to a single season (Victorious Jarvan IV from Season 1), or a promo code given out at an event (PAX Twisted Fate) or bundled with a Collector's Edition of the game (Black Alistar, Young Ryze). Riot tags these as Limited skins, sitting outside the regular tier system you'll find in our full LoL skins catalog. You can't buy them with RP, pull them from Hextech, or earn them back through any in-game grind.
The single event that locked most of these skins permanently was July 11, 2014. On that day Riot deactivated every promotional skin code ever issued, including the ones from the 2009 Collector's Edition pre-orders and every PAX convention code from 2009 onward. Anyone who hadn't redeemed by then lost the chance for good. The skins themselves stay on accounts that already redeemed them. Riot has never gone back and taken a Limited skin away from an account that owned it.

Black Alistar shipped on June 13, 2009 as a pre-order bonus for the Digital Collector's Edition of League of Legends. The skin came with a one-time redemption code and was never sold in the in-game store. The code stayed redeemable for almost five years, until Riot turned off every promotional skin code on July 11, 2014. After that date, the only way to get Black Alistar onto an account is to buy one that already redeemed it.
Championship Riven (the official Riot name, often called Worlds 2012 Riven by the community) hit the LoL store on October 13, 2012 for 975 RP, timed to the Season 2 World Championship. The store sale lasted 8 days. In 2016 Riot rolled out a visual upgrade called Reignited Worlds 2012 Riven, auto-granted to anyone who already owned the 2012 version. It was not a re-release. The 2012 original is the only Championship skin Riot has marked permanently Limited. Every other Championship skin rotates back through Worlds events as Legacy, but not this one.
Victorious Jarvan IV was the first Victorious skin in LoL history. It dropped on August 23, 2011 as the Season 1 ranked reward. To get it auto-granted, you had to finish Season 1 ranked in Gold tier or higher. Riot never sold it in the store and has never handed it out again. Season 1 had a much smaller playerbase than today, so the pool of accounts with Victorious Jarvan IV stayed tiny. Every Victorious skin since uses the same Gold-or-higher reward system, but this is the one that started it.
Urf the Manatee is a Warwick skin, not a Corki skin. It often gets confused with Urfrider Corki because of the shared theme, but they are two separate skins on two different champions. Urf the Manatee launched on April 1, 2010, the first Urf Day in LoL history. Riot priced it at 5000 RP and ran it in the store for two weeks with rotating discounts: 50 RP for week one (99% off), 500 RP for week two (90% off), then back to 5000 RP on the final day. All revenue from the skin went to the Save the Manatee Club charity. The lore frames Warwick as having skinned Urf the Manatee and worn the hide as a disguise. The skin was pulled after Urf Day ended and has never returned.
Young Ryze (originally called Human Ryze at launch) shipped on July 17, 2009 as another Retail Collector's Edition skin, from the same physical box as Black Alistar. The art captures Ryze's pre-ascension human form, the look the champion had when League of Legends first released. Riot renamed the skin to Young Ryze in 2016 during Ryze's visual and gameplay update so the name fit the new lore. The actual artwork did not change. The promo codes that distributed Human Ryze were turned off on July 11, 2014, along with every other Collector's Edition code.
PAX Twisted Fate was the first convention-exclusive LoL skin, handed out at the Penny Arcade Expo in Seattle from September 4 to 6, 2009. Anyone who showed up at the Riot booth got a paper card with a redemption code. The skin has a “PAX 09” logo printed on Twisted Fate's cape and was never available outside that event. Riot switched off the redemption codes on July 11, 2014 along with every other promo skin code, locking the skin to whoever had already claimed it. PAX TF is one of the priciest single-skin accounts you can find on the resale market.

Most rare skin accounts live on the Taiwan server. That's because Riot ran a bunch of skin promos through TW in 2010-2013, and most of the surviving accounts from that era are still on TW. Buying a TW account does not lock you to Taiwan. It just means the account was first made there.
Riot's region transfer is in-client: Settings, then Account, then Transfer Region. Cost is 2,600 RP per transfer (about $20). It takes a few minutes. Every skin, every champion, every Blue Essence balance moves with the account. Riot blocks incoming transfers from TW to four regions: North America (NA), Korea (KR), Brazil (BR) and Russia (RU). Every other region is open.
Limited skins move through every region transfer with the account. No one has had a rare skin stripped by Riot after the fact. Once the account is yours, the Black Alistar or PAX Twisted Fate is locked in for life. Same as if you had bought it back in 2009.
