A very low “lowest now” is not an error. Players who stop queueing keep the tier for a while and bleed LP the whole time, so the bottom slot is often an account on its way out. The “to reach” column is the one to climb against.

The LP moves every game, the tier does not

Tier membership is recalculated on Riot's schedule while LP changes every match, so by the time you read any figure, players below the line have climbed past the people holding the last slots. On BR the lowest Challenger is sitting on 1,872 LP, but the bar that actually decides the next recalculation is 2,011 LP. Matching the lowest holder puts you in the queue to replace them. Clearing the real bar is what takes the slot.

The slot count is set per region, not globally. Right now SEA carries 323 Challenger slots while OCE carries 50, so the same LP total means very different things depending on where you queue. The counts drift by a few either way as the ladder recalculates.

There is no fixed number. Challenger holds a set number of slots per server, and at each ladder recalculation every player in Master or above is sorted by LP and the top ones take those slots. So the bar is the LP of whoever sits exactly at that slot count across all three apex tiers combined, not the LP of the lowest current Challenger, who got in at the previous recalculation. The table above shows both figures for all fifteen servers, refreshed every two hours.

Grandmaster works the same way, one tier down. It holds the next block of slots after Challenger, so the bar is the LP of whoever sits at the Challenger and Grandmaster slot counts combined, again counting every player in Master or above. Master itself has no slot limit, which is why only Grandmaster and Challenger have a cutoff at all.

No. LP updates the moment your game ends, but apex tier membership is recalculated on Riot's own schedule. Between those two events you can be sitting on more LP than several people still holding the tier above you. Passing the bar puts you in line for a slot at the next recalculation rather than moving you immediately.
