Is Program LeBlanc worth it compared to other LeBlanc skins? For serious players, absolutely. The 1350 RP price feels justified when you realize how much cleaner your combos become. It's not quite pay to win, but the clarity improvements definitely help you pop off more consistently. My winrate went up around 3% since switching from Coven, though that might just be confidence.
