The passive music notes feel way more responsive compared to base skin, and her W shield actually gives you better visibility in teamfights. But what really makes the difference is her ult animation being cleaner. I was defending mid inhib tower yesterday against a fed Katarina and the ult traveled so smoothly I caught her mid Shunpo without even trying. Phoenix Seraphine has prettier effects sure, but Superstar's Q double cast feels faster and the echo damage is easier to track. Her E root indicator is probably the clearest of all her skins too, which matters when you're trying to chain CC with your jungler.

Is K/DA ALL OUT Seraphine Superstar worth it? Absolutely if you're planning to actually play her. The skin isn't pay to win but those smoother animations genuinely help with combos.
