Got High Noon Lucian from a chest last week and wasn't expecting much since I'm usually running PROJECT or Hired Gun. After about 35 games though, this skin's grown on me way more than I thought it would.
The Q feels snappier somehow, like the animation cancel flows better when you're weaving autos during trades. His ult looks sick with the orange bullets flying everywhere, and I swear it's easier to track where you're aiming compared to base Lucian. The E dash has this dusty effect that makes it feel smoother, though that's probably just visual. During a dragon fight yesterday, I was kiting their Darius and the cleaner animation on W made it way easier to see when I could turn and burst him down. Ended up getting a triple because I could actually tell what was happening in the teamfight chaos.
Compared to PROJECT Lucian, High Noon doesn't have as many flashy particles but that's actually better for clarity. PROJECT sometimes feels too busy when you're trying to CS and trade at the same time. The recall animation where he spins his guns is pretty clean too. It's definitely just cosmetic, not pay-to-win or anything, but the western theme fits his gunslinger vibe perfectly.
Is High Noon Lucian worth it if you already have another skin? Maybe not unless you really like the aesthetic. But if you're looking for your first Lucian skin or want something less cluttered than the futuristic ones, this is solid. The 1820 RP price is a bit steep but compared to other Lucian skins at that tier, you're getting good value. Would recommend for anyone who plays him regularly.
